INVITATION TO BID MARIMN HEALTH YOUTH CENTER Worley, Idaho Marimn Health, a wholly-owned entity of the Coeur d'Alene Tribe, is soliciting sealed bids to be received at Marimn Health's Administrative Offices located at 427 N. 12 th Street, Plummer, Idaho 83851 in Room 1082 located in the Lower Level Entry on Wednesday, June 26, 2019 for the MARIMN HEALTH YOUTH CENTER with the following schedule: until 3:00 PM, prevailing local time for Base Bid until 4:00 PM, prevailing local time for Alternate Bid A prebid conference will be held on June 12, 2019 at 9:00 AM, prevailing local time at the Rose Creek Longhouse in Worley, Idaho (1st Street & Mitch Michael Drive). All Bidders are encouraged to attend. Proposals for General Contractor, Mechanical Prime contractor, Electrical Prime contractor & Aquatics will only be accepted from those companies that participate in and are accepted through the prequalification process described in the specifications. Prequalification information must be submitted to NAC Architecture by Tuesday, June 18, 2019 at 2:00 p.m. PST. Drawings & Specifications will be available on Tuesday June 4, 2019 at and may be examined at the following locations: NAC Architecture, Spokane; Abadan Regional Plan Center, Associated Builders and Contractors - Inland Pacific Chapter, Associated General Contractors - Inland Northwest Chapter, Associated General Contractors of Idaho, Builders Exchange of WA, Construction Market Data Group, Daily Journal of Commerce - Seattle, Dodge Data & Analytic, NW Contractors Network, Ridgeline Graphics (Wenatchee Plan Center), Southwest Washington Contractors Association, Spokane Regional Plan Center, Tri-City Construction Council, Walla Walla Valley Plan Center, WCR Plan Center, Yakima Plan Center. Bidding General Contractors are required to have in their possession PRIOR TO and at the time of submission of their bid, a current Tribal Employment Rights Ordinance (TERO) Business License. In addition, all contractors will be required to comply with the Tribal Employment Rights Ordinance (TERO) Chapter 41 and to submit a TERO Compliance Plan as required by the Ordinance. In accordance with the Tribe's TERO Ordinance, the Contractor shall give preference to the employment of Indians and shall also meet subcontracting requirements relating to local, Indian-owned firms. Subject to the requirements of Indian preference, the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. Owner hereby specifically reserves and retains its sovereign immunity status and all rights and privileges pertaining thereto. Any mediation or other dispute resolution award against the Owner must be brought in Tribal court. The Owner reserves the right to reject any and all bids and/or alternates and the right to waive any informalities in any bid. All bids must be made on the form furnished and must be signed by the bidder with his name and legal address to be responsive. Acceptance of any bid shall be at the discretion of the Owner and shall be based upon the judgment of the Owner of who is the most qualified to perform the work based upon a combination of submitted Basic Bid and Alternate Bid prices, qualifications and experience, including prior experience working with TERO requirements.
