The $55 million school plant levy as presented is premature — long on ambition but astoundingly short on specifics. The school superintendent and board haven’t presented us with enough facts and figures such as square footage of the structures, floor plans, blueprints, material to be used, bids or estimated costs for each school, a timeline for completion of construction and other information necessary to make a responsible financial decision of such magnitude. There is no way to know if construction is staying within budget and being completed on time. After reading the guest opinion in the Daily Bee (Aug. 21, 2016), I’m wondering if I should be extremely concerned about Bonner County’s part-time residents’ financial well-being. It seems they are being subjected to a property tax, part of which goes to schools, on their second homes, not their permanent residence, many of which are lakefront million dollar homes that they only stay in one to three months a year.

It is time to give back our schools, community
When my wife was asked if she would be interested in being part of the Facilities Review Committee she offered me up instead. I’ll admit, I protested that I didn’t have time, but she insisted that I was what the committee needed. As a contractor, I’m able to knowledgeably review the physical state of the facilities. As an outspoken skeptic about taxes, I would challenge the need to spend money unnecessarily.

I support the $55.1 million plant facility levy for LPOSD because it is necessary and vital to maintain a safe and healthy environment for our students to learn. Yes, it is a lot of money, but it is an investment in our schools. I am retired and no longer have students in the district, but this is important. Several buildings have been rated unsatisfactory; Sandpoint Middle School currently has the lowest physical condition score of all the schools in the district. Problems have mounted due to failed attempts to pass levies over the years, not because the administration has mismanaged funds.

School district levy facts changing on a daily basis
The facts from the Lake Pend Oreille School District are changing on a daily basis. What are the voters to believe?
No headline
There seems to be a lot of concern about the price tag on the upcoming levy. $55M over six years is a lot of money and yes, there is no denying that it will impact property taxes. It is, however, long overdue. This is a situation that has been many years in the making, and we are the community of citizens that is being asked to change the pattern. The state of Idaho contributes no state dollars to the upkeep of school buildings, leaving it to the community members to maintain. The maintenance costs for these old schools becomes more cost prohibitive every year. We are putting good money into a downward spiraling situation.

On Aug. 30, our community will have the opportunity to address the aging LPOSD facilities. Three of these buildings were originally constructed in the 1950s: Sandpoint Middle School, and Northside and Washington elementary schools. Clearly the students of the 21st century are not best served in these half-plus century old buildings with failing infrastructure, inadequate lighting, including but not limited to sub-par electrical systems, are not sufficient to feed the minds and power the technology demands of a 21st century student.

The school board decision to rush-to-pass a $55,000 million levy without further study and community input is totally wrong. The levy amount and methods employed to bring it before the voters are highly suspect. I would ask, what are we teaching the very children it is to benefit? That it is proper to use whatever devious method necessary to attain the objective, including limited study of needs or options; excessive spending on election costs instead of including it with the general election; or that private correspondence to parents and school personnel is being forthright? Is it the end justifies the means? Also, considering the amount of money involved, isn’t a bond issue the right course of action? And how does declining enrollment fit in this proposal?

Buildings don’t last forever. Do you think the children of our community should be breathing unhealthy levels of carbon dioxide? Should they be at risk from snow loads that are heavier that what the roof of many schools were constructed to handle? What about failing heat systems and constant plumbing issues? Perhaps you think it’s OK to have substandard safety equipment such as PAs, fire alarms and other emergency equipment, especially in today’s day and age.

I would like to warn the senior citizens of our community. My mother-in-law received a postcard addressed directly to her, which I found to be close to using scamming tactics. It shows a cartoon jail prisoner labeled LPOSD, and demands in big letters to vote against the Aug. 30 plant facilities levy. Its checklist of “facts” is fabricated, and it is obvious that whoever sent this out was not educated in Lake Pend Oreille School District; the math calculations are incorrect.

Our county commissioners are proposing a significant change in the regulations for subdividing land in Bonner County from “Ag 20 to Ag 5.” This may sound good in theory, allowing people with larger tracks of land to sell some of it and make a little extra money, but what’s the big hurry? I would venture to guess that because Mr. Sudick lost in the primary he’s pushing through his agenda of less government regulations before he leaves office. What will Bonner County look like cut into parcels 5 acres or less — more people, roads, traffic, accidents, noise, pollution, construction, wells, septic systems and emergency services? All of this “more” will result in less farmland, trees, wildlife, ground water and serenity.
