When you talk, state officials must listen
Back in the 1980s, there was a brokerage firm called E.F. Hutton that had one of the better advertising slogans of the decade: “When E.F. Hutton talks, people listen.” Believe it or not, the same can be said of all of you when it comes to Medicaid expansion — Idaho’s greatest legislative achievement in a generation. The credit for that does not reside at the state Capitol, but rather in the towns and cities all across Idaho where everyday Idahoans decided to take matters into their own hands. As a result, $400 million of our federal tax dollars will come home to Idaho, tens of thousands of our closest friends, family members and neighbors will receive healthcare, and thousands of jobs will be created.
Why is it wrong to ask our officials questions?

Jeanetta Marie Riley was a 100-pound, pregnant Native American woman who was shot to death outside the Bonner General Health on July 8, 2014. Bonner County Revised Code An Ordinance of Bonner County, Idaho, setting forth its authority; amending Bonner County Revised Code Title 12 (Land Use Regulations), to make the following changes to Sections 238, 267 C., 268 D., 268 I., 214 B., 484, 646, 127, and 762.; Providing for severability, and providing for an effective date. Whereas, Idaho Code, Title 67, Chapter 65, provides for the adoption of land use standards and processes for the purposes of protecting property rights and enhancing property values, together with the purposes of promoting the health, safety, and general welfare of the people and to ensure that the development on land is commensurate with the physical characteristics of the land; and Whereas, The Board of County Commissioners has amended these sections in accordance with Idaho Code 67-6511; and Whereas, Idaho Code 67-6511 provides for the governing board to establish standards to regulate and restrict uses and standards within the varing zone districts in the County; and Whereas, The Planning Department initiated a review of the Title 12, Sections 238, 267 C., 268 D., 268 I., 214 B., 484, 646, 127, and 762. to identify ways to further improve processes and increase clarity in processing of land division applications; and Whereas, the Bonner County Planning and Zoning Commission did hold a public hearing May 16, 2019, on the amendment and did recommend unanimous approval to the Board of County Commissioners; and Whereas, the Bonner County Board of County Commissioners did hold a public hearing on June 12, 2019, on the proposed amendments to Bonner County Revised Code Title 12, providing notice for such hearings as required by Idaho Code, Title 67, Chapter 65. Now, therefore be it ordained by the Board of County Commissioners of Bonner County, Idaho that the following be and is hereby adopted as an ordinance of Bonner County: Section 1: Authority This Ordinance is adopted pursuant to the authority granted at Chapter 65, Title 67, Idaho Code, and pursuant to the procedural requirements contained at Section 67-6509, Idaho Code. Section 2: Amending Bonner County Revised Code Title 12, Sections 238, 267 C., 268 D., 268 I., 214 B., 484, 646, 127, and 762. BCRC 12-238 A. The Director may grant a variance, as an administrative decision, of up to thirty percent (30%) of a modification of the bulk and placement requirements of this title as to lot or parcel size, lot coverage, width, depth, front yard, side yard, rear yard, setbacks, parking space size, height of buildings, or other provisions of this title affecting the size or shape of a structure or the placement of a structure upon a lot or parcel, or the size of the lot or parcel. C. The application shall be processed as follows: 1. Application And Administrative Requirements: A site plan and application shall be submitted for review together with all appropriate fees as established by the adopted fee schedule. The burden of proof lies upon the applicant to show whether characteristics of the site conform to the standards in section 12-234 of this subchapter. BCRC 12-267 C. Written statements, plans, drawings and similar materials offered in support of statements at a public hearing are part of the hearing record, and shall be marked with an exhibit number and shall be retained by the county. Written statements shall be submitted to the planning department record no later than seven (7) days prior to the public hearing. Written statements not exceeding one standard letter sized, single spaced page may be submitted at the public hearing. The chair may request the document be read into the record. All written statements shall include the name, signature and address of the person submitting the document. The chair may rule as inadmissible any written document that fails to meet these standards. Nothing contained herein prohibits the chair or governing body from extending the written comment period as provided by this title. BCRC 12-268 D. When the Planning Director has determined the application is complete and in compliance with this title, the Planning Director shall send copies of the application to public agencies and entities that may be affected by the proposal, including, but not limited to, the Health District, fire districts, irrigation or drainage districts, sewer and water districts, school districts, solid waste and transportation agencies and fish and wildlife agencies. The notice shall be sent at least twenty-two (22) days prior to the public hearing. BCRC 12-268 I. When the Governing Body has made a final decision on an application, the Planning Director shall provide notice to applicants of the final decision in writing within five (5) working days of the date of the decision. BCRC 12-214 B. At least twenty-two (22) days prior to the hearing, notice of the time and place of the hearing and a summary of the proposed amendment shall be published in the official newspaper or paper of general circulation within the jurisdiction. Notice shall also be made available to other papers, radio and television stations serving the jurisdiction for use as a public service announcement. A record of the hearing, the findings made, and actions taken shall be maintained. BCRC 12-484 C. 7. e. The number of off-street parking spaces provided on the property. BCRC 12-646 M. Wetland boundaries and any proposed easements or easements of record for drainage, channels, overhead and underground utility lines, sanitary sewers and water systems within the tract. 12-127: POWER AND DUTIES OF HEARING EXAMINER: A. For any application, the hearing examiner shall provide notice, conduct public meetings, consider applications and render written final decisions based on the standards and procedures provided in this title for the board and commission. The hearing examiner may recommend the commission conduct a public hearing pursuant to the public hearing noticing requirements and procedures of subchapter 2.6 of this title, based upon the extent of public comment or other contested factors in the case which warrant a hearing before the commission. The hearing examiner is authorized to consider the following: 1. Subdivisions 2. Variances; 3. Conditional Use Permits, including Planned Unit Developments and Tier III home occupations. 4. Special Use Permits BCRC 12-762 GEOTECHNICAL ANALYSIS REQUIRED A geotechnical analysis shall be required for proposed building sites, roads, driveways or other development, where any of the following conditions apply: 1. Where the natural slope equals or exceeds thirty percent (30%); 2. Where soils are highly erodible, or where there are scarps, slumps, seeps or other geologic features exist that may be unstable, as determined by the Planning Director, Hearing Examiner, commission or board; 3. Where there is historic knowledge of sloughing, landslides, slumps or other hazardous geological features. Section 3: Severability The provisions of this Ordinance are hereby declared to be individually severable. Should any provision of this ordinance be declared invalid by a court of competent jurisdiction, such declaration shall not affect the validity of the remaining provisions. Did veto stem from ignorance or arrogance?
On Wednesday, June 5, the Sandpoint City Council approved a zone change for a two-acre parcel of land from industrial general to mixed use residential on Woodland and Samuelson. The approved property is located closer to the airport than our property located on Schweitzer Cutoff Road. Several months ago, the mayor vetoed the City Council’s approved zone change for our Schweitzer Cutoff property, when we were requesting the exact same zoning. Thus far, the mayor has not vetoed this most recent action by the City Council.

Senate needs to follow House's lead, be advocates of peace
Congress does not always get everything right, but when it does do something positive it is important to take note and encourage it. In late May, the House passed the “Global Fragility Act” (HR2116) with broad bipartisan support. The vote showed deep legislative support for peaceful, preventative solutions to stop violent conflict before it begins, while building peace where it is needed most.
Idaho's initiative process better as it is now
This past November the people of Idaho had the opportunity to vote on two initiatives. One of these was Medicaid Expansion which was to close the “gap” in insurance coverage available to Idahoans. This initiative will bring $400 million in federal funds back to the state, secure Idaho’s rural hospitals while creating thousands of good paying jobs in the process.

Youth crews resume Clark Fork Delta project
Starting in mid-June, youth crews from the Idaho Conservation Corps will be camping at the Clark Fork Drift Yard while they assist Fish and Game in seeding, planting, weeding and monitoring efforts in the delta. Three crews are expected to stay and work at the delta during June 10-20, July 22-26, and August 19-23.

Programs help library's patrons stay connected
Brenda (name has been changed) is a local library patron who loves to read. To her, reading is more than just a way to pass the time. Books are her companion and her way of learning about the world. She enjoys various reading formats including physical books, audiobooks, and the Talking Book Service through the Idaho Commission for Libraries. She has utilized the Inter-Library Loan service to learn about subjects we did not have information on. In the last 20 years, Brenda has read well over 17,000 books! This would not have been possible without The Library’s Homebound Services.
There is no reason to hide with God
When I was around 10 years of age, my brother and I were climbing a tree. We scooted out over a long, horizontal branch and had to climb around another one that was sticking straight up from the middle of the one we were on. It was easy enough going forward but coming back was more difficult. My brother was nimble and had enough courage to get around it, but I was stuck. Every time I made the effort to try and back around the limb, I felt like I was going to fall and because I couldn’t see where I was going, I aborted several attempts.

Cut the rhetoric and get the facts straight
It’s ironic that Ken Thacker criticized the residents of Bonner County who voted against wilderness for supposed rhetoric and misinformation, yet his letter was composed almost entirely of made-up exaggerations and he bungled the date of the motorized restrictions in the Scotchman Roadless Area by 28 years. Whether Ken Thacker knows it or not, the old “it was managed as wilderness for decades” or “since 1987” was one of the famous falsehoods pumped by the wilderness supporters, leading to their embarrassing “wide-spread-support-and-essentially-no-opposition” county-wide defeat in 2018.

We continue to see wilderness propaganda even though “you” lost the vote last year. We continually see misinformation posted about the reasons for wilderness. The wilderness laws state exactly what could happen if the designation was granted. The “opposers” have yet to hear credible evidence as to why the area requires designation. The only threat to the area is from the hordes of visitors that use the trails now that it’s been popularized. Popularity has become its enemy; the trail was shut down due to visitors feeding goats and goats injuring hikers. This is something that had never occurred in the centuries past, until “you” made it popular.

Their current response at least in Idaho, is to allow 18 year olds to now carry concealed weapons; a response I question. As I’ve read many book on World War II in Europe, I came across a veteran who saw it was time to change the gun laws in his state. Here is his story:

Abbey hosting Dharma Day event Sunday

SHS graduate competes on reality show 'Alone'
The first time Jordan Jonas felt truly alone, he was on a freight train as it whipped across the U.S. At 19, the Athol native and then-recent North Idaho College graduate had hopped a train with his older brother to ride the rails and see where they would take them. The siblings went from Idaho to Chicago, to the East Coast and, eventually, Virginia where Jonas’s brother ended up staying. Jonas made the trip back to the Northwest on his own, staring out at the country through a freight door.

Hail to the heroes who took the beach
On June 4, 1944, Staff Sgt. Donald Gordon Barron, wire sergeant for the headquarters unit of the 113th field artillery, then attached to the 80th (Old Hickory) Division, boarded a landing ship off the coast of England. The former lumber salesman from Flint, Mich., was referred to as “Pappy” by most of the men in his unit. He, along with the others on board, knew where they were headed. Well, not exactly where, but they knew it was to the south or southeast, and that their reception would be warm.

Last October when John Elsa told me he was going to propose to the city that Ontario between Boyer and Ella be named “Jerry Kramer Way” in honor of Kramer’s induction into the National Football Hall of Fame, I thought it was a nice tribute to one of Sandpoint’s own (Sandpoint High School, class of 1954). The city attorney suggested making it an honorary title rather than a permanent street name change which was an excellent suggestion because it saved people from having to change their mailing address if they were impacted by the change.

As you contemplate your desired asanas before you roll out on the floor a thin cushion on which to comfort yourself, you might want to thank the oil company that provided the petroleum to aid in the manufacturing of that pliable piece of rubber. In fact, if you wear elastic clothing or shoes with rubber soles, even more thanks is warranted. Indeed, if you are using an App on your cell phone (which most likely is made of plastic) to consider a purported pristine small city in a foreign land (which you will learn is now a popular tourist site), even more thanks is due for the many personal benefits derived from that fossil fuel. The modern world is abundantly filled with the derivatives of petroleum.

ASSE Student Exchange Programs is now seeking American families to host high school students from Germany.
