Time to defend our constitution
The “gravy train” derails. Heather Scott once described to me at the Bonner County Fair the way politics functions in the state of Idaho. That, at Boise, there are two types of legislators, the ones who hop on the gravy train and the ones who don’t. Heather Scott, remaining loyal to the people over Sen. Grow’s Payday Lender bosses, voted against SB 1159 leaving the House State Affairs committee, with a “do pass” recommendation. For those of you who do not know SB 1159, it is the undemocratic anti-initiative bill that Sen. Grow introduced on behalf of the exploitative payday loans industry. The industry fears a ballot initiative that would cap their exorbitant average interest rate of 652 percent, as Colorado did in Initiative 126, capping interest rates to 38 percent.

New park going to the dogs

While it’s clear that voters didn’t want a permanent levy, it’s disappointing to see people reject funding our schools. Knowing taxpayers’ concerns and despite increasing costs across the board, WBCSD school boards have held levy amounts at $3,000,000 for the last seven years; the proposed levy rate was expected to decrease by 16.48 percent. Of the 20.17 percent registered voters, 58.9 percent (or 11.2 percent registered), voted against the two-year renewal.

The payday loan industry does not want us to be able to use a ballot initiative to reign in the exorbitant interest rates they charge in Idaho. Interest rates in Idaho are over 400 percent. One in 10 people in Idaho have needed them. A MoneyTree lobbyist has quietly advised Senator Grow on drafting Senate Bill 1159 to drastically increase the burden of signatures to put an initiative on the ballot. The cooperation between Grow and the lobbyist came to light through a public records request by Boise State Public Radio. This bill is very likely in reaction to Colorado’s recent successful ballot initiative that places a 36 percent ceiling on payday loan interest rates.

A university professor, several years ago on the first day of class, told his students to be prepared for a fake shooter to enter the amphitheater classroom anytime during the semester. He handed out empty water pistols and told the students to have them during every class. He said nothing about how to carry or store the pistols. They would discuss the outcome after the event. I would like to briefly address the president of the Bonner County Human Rights Task Force, Brenda Hammond and her letter to the editor about the human right to a healthy environment. I would have to say I agreed with many of the points she brought out and being good stewards with what we have been given charge over. She also pointed to what Nancy Gerth said back on Jan. 31 that over one million children die each year as a result of air and water pollution alone, very sad. I remember Ronald Reagan and how he made me feel. I was proud to have him as my president. At 18 I was able to vote for him in 1984 and I did. He was clearly a good man. No women accused him of sexually assaulting them, he was rarely accused of lying, and he was not overtly racist. The only ignorance I remember him showing was later revealed to be the result of early stages of dementia. He made me feel good and proud of my country.

Libraries to close for staff training

When Matt and Mike, two college roommates, found themselves conversing about a book they had each read, they made a startling realization. Over time, they invited other twenty-something friends to join in and discussed a new book each month. Their discussions led them to look introspectively at their lives and think about whether their current trajectories were truly aligned with what they wanted to get out of life. Bill would create maternal mortality panel
For the safety of mothers and families in Idaho, we must act to develop a statewide maternal mortality review committee. Maternal mortality is on the rise and Idaho is no exception to this alarming trend. Pregnancy related deaths have doubled in the U.S. in the past 20 years. The United States is now the most dangerous country in the developed world to give birth. This stands in stark contrast the rest of the developed world where there has been a steady decline in maternal mortality. To give perspective, 26 moms die per 100,000 live births in the U.S. Canada has 7 maternal deaths per 100,000 births while Spain has 5 maternal deaths per 100,000 births. Idaho has 27 moms die per 100,000 live births.

This Tuesday, March 12, the school district is presenting a $25.4 million biennial levy proposition to the voters. The school district sought a $1.3 million levy increase, amounting to a $17 million levy in 2017. This year’s levy is an eye-popping $8.4 million increase, which is a 645-percent increase ($1.3 million/$8.4 million). The $8.4 million increase is further a 49-percent increase in total levy amount from the last $17 million levy amount, ($17 million/$25.4 million).

I happened to listen to the radio last week when LPOSD Superintendent Shawn Woodward was interviewed by talk show host/former LPOSD school board chair Steve Youngdahl on the topic of the upcoming levy. It was a love fest, basically an hour’s worth of LPOSD infomercial by the two of them, presented without an opposing view. Friends of Scotchman Peaks Wilderness announced today that the 2019 high school essay contest is now open. The program is an annual chance for seniors in Libby, Troy, Thompson Falls and Noxon, Mont.; and Clark Fork, Sandpoint and Priest River, Idaho, to win a cash prize for the best essay written on the theme “A memorable wilderness experience.” This may be a story of the author or a story related to the author by a friend or relative. There is much to like about the schools in LPOSD. The same can’t be said for school levy. We have recently learned from the superintendent that not passing the current “supplemental” levy could mean the closing of four or five schools, double shifts, and eliminating 300 jobs. We knew it was coming. This is the way bullies work — especially the levy “bully”. Feed me or I will hurt your kids. The School Board has allowed the current levy “bully” to grow to 33% of the operating budget. If this levy passes, we are looking at a bully of around 40 percent of the budget. But it’s for the kids. Really? At what cost?

BOISE (AP) — A House panel on Monday voted to hold a public hearing on legislation involving voter-approved Medicaid expansion in Idaho to require recipients to meet employment requirements similar to those in place for the state’s food assistance program.

LPOSD and WBCSD are asking voters within their respective school districts to approve levies to support public education for the next two years. Because the state does not adequately fund education in Idaho, Bonner County school districts and virtually every other school district in the state rely on local levies to support their schools. These levies are not supplemental; they are essential to education and represent a third of the district budgets. LPOSD and WBCSD are respectful enough of their patrons to ask permission to tax them for another two years.

It is critical to vote in support of the Lake Pend Oreille School District’s replacement levy on March 12. In our family, my husband, four children, and currently five grandchildren have attended and received excellent educations from LPOSD. They have participated in extracurricular academic and athletic activities, attended small rural schools, have had reasonable class sizes, and been able to choose from a variety of elective programs. These are just a few of the things only made possible through local funding.

SANDPOINT — The Idaho Supreme Court is vacating a judgment a Bonner County jury awarded to SilverWing at Sandpoint.

“The levy is for the kids.” That’s all right, but the levy cannot harm the family unit that is the foundation for that kid. Most families got a property tax bill last month, and many showed a tax increase. The LPOSD serves an economic area where the average yearly income is approximately $34,000. Any increase in costs or taxes does damage to these families’ marginal disposable income. The school district’s administration needs to understand the socioeconomic area they serve and develop their budget strategies accordingly.

The Energy Innovation and Carbon Dividend Act that was introduced in Congress and recently promoted in these pages by Nancy Gerth is a shining example of the stupidity of “the swamp” in Washington, D.C., and anyone that has faith in it. The “carbon fees collected” (read that gas and oil taxes) will put money back in the pockets of low and middle income Americans? Really. Who do you think pays these taxes (and their consequences) in the first place? That’s right — lower and middle classes. The government won’t “keep any of the fees collected?” You really believe this? A whole new arm of bureaucracy will need to be created to manage this program. They won’t manage it inexpensively. A significant portion of the 2.1 million jobs to be created mentioned in Ms. Gerth’s endorsement could be administrative positions for this program that produce nothing and regulate everything.
