Why did county really spend money to move EMS?

So let me get this straight. County EMS used to be located in a building on the Kootenai and Ponderay city limits line. They were moved to downtown Sandpoint to provide better coverage to the county, operating from a central location. Now the county has spent how much money to move them back to Ponderay?

Also the supposed move was based on providing faster coverage to the burgeoning growth on Highway 200. I drive Highway 200 quite often and I don't believe that the one or two houses I see being built out here in the east county constitutes burgeoning growth. Why did the commissioners elect to spend all that money?
