Request for the Release of Funds On or about May 3, 2021, the City of Priest River will submit a request to the Idaho Department of Commerce, State of Idaho, administering agency for the release of Idaho Community Development Block Grant (ICDBG) funds under Title of the Housing and Community Development Act of 1974 (PL 93-383), as amended, to undertake the following project: Project Title: Water System Improvements Project Purpose or Nature of the Project: The proposed project includes demolition of a 1-million-gallon water reservoir and construction of a new 440,000-gallon reservoir, replacement of leaking reducer couplings and addition of variable frequency drives at the booster station, rehabilitation of the existing backwash basin to include clean-up and discharge improvements, installation of a new standby generator, and installation of isolation valves at the existing Industrial Park reservoir. Location of Project: Priest River, Bonner County, Idaho Estimated Cost of Project: $2,000,700. Finding of No Significant Impact The City has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at Priest River City Hall, 552 High Street, Priest River, ID 83856 where the ERR can be examined or copied Tuesdays and Thursdays, 8 AM to 12 PM and 1 PM to 5 PM, and at Panhandle Area Council, 11100 N. Airport Dr., Hayden, ID 83835 where the ERR can be examined or copied weekdays from 8 AM to 5 PM. Public Comments Any individual, group, or agency disagreeing with this determination or wishing to comment on the project may submit written comment to the City for receiving and responding to comments. All comments received by May 1, 2021 will be considered by the City prior to authorizing submission of a request for release of funds. Comment should specify which Notice they are addressing. Release of Funds The City certifies to the Idaho Department of Commerce that James L. Martin, in his official capacity as Mayor of Priest River, consents to accept the jurisdiction of the federal courts if an action is brought to enforce responsibilities in relation to environmental review process and that these responsibilities have been satisfied. The Idaho Department of Commerce's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows for the City to use ICDBG funds. Objections to State Release of Funds The Idaho Department of Commerce will accept objections to its release of funds and the City certification for a period of sixteen (16) days following the anticipated submission date or its receipt of the request (whichever is later) only if they are on one of the following bases: a.The certification was not executed by the certifying officer. b.The City has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; c.The City has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of the release of funds by the Idaho Department of Commerce. d.Another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.
