Sean T. Webb, 25, of Kalispell, Mont., was arrested on Kootenai Cutoff Road at 9:50 a.m. on charges of felony receiving or possessing stolen property, possession of a controlled substance (heroin) and two out-of-state (Montana) felony warrants; and Samantha J. Hagen, 21, of Spokane Valley, Wash., was arrested on charges of felony receiving or possessing stolen property and misdemeanor obstructing.
