NOTICE OF PUBLIC HEARING Notice is hereby given that a public hearing pursuant to Idaho Code and Dover City Code has been set for the Dover City Council on JULY 9, 2025, AT 6:00 P.M. at Dover City Hall, 699 Lakeshore Ave., Dover, to consider the following: FILE #AM29-25 – RV OCCUPANCY & STORAGE STANDARDS, the City of Dover has initiated an amendment to Title 12, Zoning Regulations, Chapter 6, and Appendix D definitions to add new standards for Recreational Vehicle (RV) occupancy, storage, and parking, and to add definitions for RV and dwelling. The proposal would limit the maximum occupancy for RVs on a single lot or parcel to 30 days per calendar year; allow up to two RVs on a single site; set minimum side and rear yard setbacks, permit RV parking in designated parking areas only, allow an RV to be occupied while a residence is under construction on the same lot with certain conditions, provide a definition for RVs that matches state code, and provide a dwelling definition that states an RV is not a dwelling. The Planning and Zoning Commission recommended approval to the proposal, with amendments to exclude the Agriculture District from the maximum length of stay and number of units occupied and to clarify stored units do not count toward the 30-day limit. Dover City Council will make the final decision regarding the ordinance amendment following the public hearing. The public is encouraged to attend the hearings or provide written response. Any written comment greater than 1 page must be submitted at least 6 days prior to the hearing. Written material not exceeding 1 page may be read into the record the day of the hearing. Anyone wishing to speak at the hearings may do so in compliance with the public hearing resolution (copy available at City Hall.)
