Pursuant to 44 CFR Part 9.12, FEMA gives early notice under Executive Order (EO) 11988, Floodplain Management or EO 11990, Wetland Protection; since this action is located in or affects the floodplain or may affect wetlands. The project site is located in or affects the floodplain of Pend Oreille River. The purpose of the project is to convert existing overhead powerlines to underground to mitigate potential damage to overhead powerlines from severe weather. The proposed action includes converting overhead to underground, 4,300 feet of single-phase underground powerline and 5,320 feet of three phase powerline in the areas around Lakeshore Drive and Evergreen Road in Sagle, ID.
