NOTICE OF SOLE SOURCE PROCUREMENT This serves as notice that the Board of Bonner County Commissioners intends to contract with Demers Ambulance for the sole source procurement of a Mercedes Benz Sprinter 2500 diesel ambulance. This sole source procurement is in accordance with Idaho Code § 67-2808(2), and approved by the Board of Bonner County Commissioners on the 27th day of March 2018. The reason for the sole source procurement from Demers Ambulance is they have the 2017-2018 Chassis for this vehicle is unobtainable and Demers has several that were preordered and ready for use. This is the only company within 1500 miles that actively converts sprinter type vans into ambulances. This company fully meets Bonner County's needs. EMERGENCY MANAGEMENT Approved Resolution # 18-08 authorizing the Clerk to open the FY 2018 Emergency Management Budget and increase Org 01110 object 7860 by $6104.00. Whether the Scotchman Peaks end up being designated as wilderness or not, they will continue to be owned by the public and managed by the USFS. There is no transfer, seizure or “grabbing” going on.

We now have a generation of children born after Columbine and 9/11 who have always lived in an ever more dangerous world. This is in stark contrast to nearly everyone over about 30 years old who never even considered school terrorism or shootings. While many of us feel “it won’t happen here,” our schools practice lockdowns, lockouts and escape routes that remind the students it can. Since the 2012 shooting at Sandy Hook, there have been more than 400 people shot in more than 200 school shootings. Despite those numbers, some of us don’t think our kids should be protesting.

I have written numerous articles on the benefits of yoga, but yoga in America is undoubtedly misunderstood and in many cases would not be considered an actual yoga practice by true Eastern practitioners.

Helen Turinsky Callaway passed away March 6, 2018, at her home in La Verne, Calif., at the age of 100. She was born Dec. 10, 1917, to Otto and Julia Turinsky, who emigrated from Eastern Europe prior to World War I. Helen was the youngest of six children and the only child in the family to be born in the United States.

We live in a time in which our nation is in love with perpetual immaturity and the world of make-believe. The school mass shootings illuminate the issue, not only that they happen, but in the solutions or “laws” presented to “fix it.” The schools teach that there is no God or accountability for man’s actions, that nothing matters: except the promoting the lie that there are no absolutes. These dark lies attempt to “shield” men from the consequences of their actions, while the truth is brightly illuminated in the light of the funerals of those murdered.

What I ask myself is why this person is seeking the office, special interest, boredom, what? Especially when they have retired and show no real qualifications or knowledge of the position they seek. I am immensely disturbed but yet not surprised that the Idaho Legislature is seriously considering a bill for “Stand Your Ground” law. Stand Your Ground has its genesis in the 2005 Florida Legislature. Florida Sen. Dennis Baxley who authored the bill is a member of the Sons of Confederate Veterans and lobbied to get a Florida license plate honoring Confederate veterans.

In their efforts to justify the right to own and use AK-45 assault rifles under the Second Amendment, the gun nuts and possibly the Supreme Court forget that when the Constitution was written, assault rifles did not exist. The only long guns used were muskets, and soldiers who were trained daily in reloading their guns could accomplish that complicated procedure in about fifteen seconds.

NRA/You stand in God’s way...”) until I recalled that Hollywood is one of the largest enablers of gun violence after the NRA. When we choose to watch violent movies we are endorsing institutionalized violence. In fact, the whole idea of “violence as entertainment” — TV, movies, video games, paintball, etc. — many of which are aimed at children, is not only disturbing, it speaks poorly of us as humans.

SECTION 5: PURCHASING AND OWNERSHIP (A) Applications for purchase of cemetery lots or columbaria niches may be made to the city clerk, who upon full payment shall convey a deed for the interment of human remains. The deed shall be signed by the mayor, embossed with the city seal and contain the name of the owner, date purchased, amount paid, and the location of the lot or niche. (B) Application for transfer of ownership may be made to the city clerk, who upon forfeiture of deed and payment of transfer fee shall issue a new deed. (C) Application for division of lots may made to the city clerk, who upon forfeiture of deed and payment of division fees shall issue new deeds. (D) Burial lots or Niches may be determined abandoned after 75 years if no transfer of ownership has occurred and a good faith effort by the City has failed to locate an owner or their heirs. SECTION 6: INTERMENT AND DISINTERMENT: (A) Applications for interment (including a death certificate) may be made to the City Clerk, who upon forfeiture of deed & payment of interment fee shall issue a certificate to the sexton. (B) No interment or disinterment shall be done without a certificate from the city clerk. SECTION 7: CEMETERY FUNDS: (A) Operating funds (city services and maintenance expenses) may come from the general fund or a separate cemetery fund at city council discretion. (B) A dedicated account for the receipt of columbaria revenues and expenditures for the sole use of columbaria construction and improvements shall be kept separate from other cemetery funds. (C) The City of Hope makes no warranty of perpetual care and will keep no account for that purpose. SECTION 8: CHARGES AND FEES: (A) The charges for cemetery lots, columbaria niches, and other fees or services shall be set and adjusted by resolution. (B) Current rates shall be available for public inspection. SECTION 9: CEMETERY OPERATIONS: (A) The mayor is authorized to appoint a person as sexton, subject to approval by city council. (B) The sexton's duties shall include: Marking lot locations when provided with a certificate from the city. Ensuring graves are properly dug and refilled. Opening and closing niches when provided a certificate from the city. Looking after the maintenance and operation of the cemetery grounds. Notifying the city of any cemetery issues requiring attention. Other duties as determined by city council. SECTION 10: LIMITS AND LIABILITY: (A) The City of Hope shall not be held liable for any errors or omissions in record keeping, nor for mistakes in the issuance of deeds or interment/ disinterment certificates. (B) In the event of a purchased lot or niche being unavailable for any reason, the remedy shall be the issuance of a deed to an alternate location. SECTION 11: SEVERABILITY: This ordinance is severable. Should a court declare a portion of this ordinance invalid, the remaining portions shall remain valid. SECTION 12: EFFECTIVE DATE AND PUBLICATION: This ordinance shall take effect upon its publication in one issue of the Bonner County Daily Bee, which is hereby declared to be the official newspaper of the city for the publication of this ordinance. n World Cup — Mikaela Shiffrin locked the Overall Women’s title with a third place Giant Slalom finish Ofterschwang, Germany. She followed that with Slalom Gold, earning the Slalom Season Championship as well. This was her 42nd World cup win and the most ever before age 23. We won’t venture a guess how many she’ll win in her career. Lindsey Vonn won downhill Gold at the World Championships, her 82d World Cup win. She missed winning the season Downhill Championship by three points. Alice McKinnis took the Bronze in the downhill.

When my husband and I moved to the Sandpoint area in 2002, the future looked bright. At last, we had our home in the country. But five days after he retired he was diagnosed with stage 3 cancer. An aggressive treatment plan was scheduled. As we reeled from this news, he said it was going to be very expensive and he was so sorry. Fortunately I could assure him that the health insurance I’d continued after my retirement covered him as well, and that we’d be OK. His worry about the cost made me realize that a desperately ill person should not have the added anxiety of how to pay for medical help. And that is why I’m helping gather signatures on petitions to get Expanded Medicaid on the statewide ballot in 2018.

I have never attended the “Sandpoint Follies;” I have always wanted to attend, I just didn’t get around to it. The Angels Over Sandpoint organization has done an outstanding job raising money for our area for many years. I was reading the letters to the editor and was surprised by the people who complain and whine and call the fund raiser “wallowing in mud,” “vulgar” and “working the Sprague red light district.”

When the father of a slain student from the Florida high school where 17 students were murdered rose at a CNN town hall meeting, he confronted Sen. Marco Rubio saying: “What you and our President did today was pathetic,” meaning they had done nothing to stop such shootings at our public schools. And a student later asked the senator “Will you promise not to accept campaign donations from the National Rifle Association?” Of course, he did not.

Let me see if I have this right: The FBI was notified that Parkland, Fla., shooter Nikolas Cruiz had posted online that he wanted to be a school shooter. The Broward County Sheriff responded 37 times in six months to complaints about Cruz including that he threatened people with a gun but, they did nothing. Students at Parkland High School told the school that Cruz threatened to kill them as well as their parents and boyfriends but the school did nothing. The day of the shooting an armed Broward County Deputy was stationed at the high school as a resource officer but stayed outside during the shooting and did nothing.

As a marine deputy on Lake Pend Oreille for the Bonner County Sheriff’s Office for 18 years, an avid skier with more than 1,200 days skiing at Schweitzer, and a sailboat owner for eight years, I have spent thousands and thousands of hours enjoying our lakes, rivers, and mountains. The recreational opportunities and the natural beauty of this area are the main reasons my wife and I moved here 25 years ago. While patrolling or sailing the waters of Lake Pend Oreille, I was always in awe of the natural beauty of this place. While many changes have taken place in the past 25 years, one area I would not like to see changed is the Scotchman Peaks area. I’ve come to believe that this area is special and needs wilderness protection in order to pass this natural wonder on to our kids and grandkids.
