Sand Creek Byway Project
NOTICE: The Environmental Assessment (EA) and other project information for the Sand Creek Byway will be available for public inspection on Friday, May 14, 2004 at the following locations: The Idaho Transportation Department, District 1, 600 West Prairie in Coeur d'Alene; the ITD Sandpoint Residency, 30900 Hwy 200E in Ponderay; the Sand Creek Byway Office, 202 2nd Ave., Suite B in Sandpoint; Sandpoint City Hall in Sandpoint, 1123 Lake St.; Ponderay City Hall in Ponderay, 288 4th St.; the Sandpoint Library in Sandpoint, 1407 Cedar St., ITD Headquarters, 3311 W. NOTICE is hereby given that a public hearing will be held at the Bonner Mall-Hallmark Court, 300 Bonner Mall Way in Ponderay, on Thursday, June 3, 2004 between 4 p.m. and 8 p.m. The purpose of the hearing is to provide interested individuals, agencies, groups, and others an opportunity to provide testimony on the proposed changes to the location, design and environmental impacts of the project. The public will have the opportunity to view displays, ask questions and testify for or against the changes to the project.
The proposed Sand Creek Byway will be two miles long and will connect U.S. 95 from the northern end of the Long Bridge directly to State Highway 200 and U.S. 95 north of Sandpoint. An Environmental Impact Statement (EIS) on the project was approved in 1999 and resulted in a Record of Decision (ROD) in May of 2000. The EIS and ROD established a two-lane Preferred Alternative along Sand Creek. Public input resulted in several proposed changes to the design including the addition of a southbound off ramp at the southern end of the project to provide access to Sandpoint and its downtown area. Other proposed changes are an earthen, vegetated wall and a shoreline extension to accommodate a bike/pedestrian path. The EA addresses these changes.
The Idaho Transportation Department complies with Title VI of the Civil Rights Act of 1964, which states: "No person in the United States shall, on the ground of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving federal financial assistance."
