Did police arrest the wrong driver?

Did the Idaho State Police arrest the wrong driver? I feel Vickie Hamilton, the ambulance driver involved in the accident, should have been taken into custody, had her license revoked and permanently remove her from our highways.

She should have been required to pass a drug screening after doing something as stupid as topping a knoll and then stopping in the middle of the highway, causing a death.

Was her objective just to drum up business for the ambulance?
