History sought on artworks' origins

I'm gathering some history of Sand Creek and have one question that has so far stumped everyone — who painted the fish "sculpture" and the bear paw design on the east bank of Sand Creek, upstream from Cedar Street Bridge? I believe the artwork originated as heating ducts from the Humbird Mill site. To view this creature, either the corner where Second Avenue turns onto Larch or the parking lot of Gas and Go work, although a boat is best.
