ORDINANCE NO. 76
AN ORDINANCE OF THE CITY OF DOVER, BONNER COUNTY, IDAHO; A MUNICIPAL CORPORATION OF THE STATE OF IDAHO; ESTABLISHING A SYSTEM OF HOUSE NUMBERS; DESIGNATING LOT NUMBERS FOR HOUSE NUMBERS; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING FOR THE PUBLICATION OF THIS ORDINANCE.
WHEREAS, for public safety and health and as an aid to police, fire and other emergency services, the City of Dover hereby designates and establishes a system of house numbers.
BE IT ORDAINED by the Mayor and the City Council of the City of Dover, Bonner County, Idaho;
SECTION 1:00:
It shall be the duty of the owner or occupant of all buildings within the City (municipality) to number each building owned or occupied by him in a manner provided in the following sections.
SECTION 2:00:
The south or east side of each road shall have odd numbers. The north or west side of each road shall have even numbers. West Pine Street and U.S. Highway 2 West shall be numbered consistent with Bonner County numbering system.
Road direction will be determined by the overall direction from the north (or east) most point to the end of the road. Following this determination, numbers are assigned as above.
The house numbering system for the original incorporated City of Dover is set forth on the attached Exhibit "A" which is incorporated in its entirety by reference.
SECTION 3:00:
Outbuildings will not be required to be numbered separately from the main building of the lot(s).
Vacant lots will not be required to be numbered but are considered in the overall numbering pattern.
SECTION 4:00:
All buildings shall be marked or have attached to them house numbers not less than Four (4) inches nor more than Six (6) inches in height and in color which contrasts with the building to which they are attached.
SECTION 5:00:
It shall be the duty of the owner or occupier of each building within the City to contact the City and U.S. Postal Service in establishing what their house number shall be.
SECTION 6:00:
Penalty for each violation of this Ordinance shall be a fine of not less than $100 for each occurrence.
SECTION 7:00:
Upon passage of this Ordinance, all other Ordinances of the City of Dover which are in conflict with this Ordinance shall be in and are hereby repealed. Any such Ordinance or part of an Ordinance in conflict with this Ordinance shall be repealed on as much s that part only pertaining to this Ordinance.
SECTION 8:00:
If any portion of the Ordinance is held to be illegal, the same shall not affect the legality of the remaining provisions of the Ordinance.
SECTION 9:00:
This Ordinance shall take affect and be in full force upon its passage, approval and publication in at least One (1) issue of the Bonner County Daily Bee, a newspaper of general circulation and hereby declared to be the official newspaper for the publication of this Ordinance.
PASSED AND ADOPTED AS AN ORDINANCE OF THE CITY OF DOVER BY THE MAYOR AND THE CITY COUNCIL IN REGULAR SESSION ON THE 14TH DAY OF APRIL, 2005.
Effective this 14th day of April, 2005.
