When is a crow more important than a governor?

For years I have heard from county-elected officials past and present that "nothing can be done about property taxes as long as Crow is in office."
It turns out that a female crow is the chairperson of the Tax Committee in our Legislature at Boise. I have been told she is all powerful and has more power than the Speaker of the House and/or the Governor. I believe that when power such as this is in the hands of a Crow, we the voters need to make some basic changes in our leadership in Boise. What say you?
