Notice is hereby given that a Public Hearing will be held November 22, 2005 at 2:30 PM to amend Resolution 04-21, Sheriff Civil Fess, to add mileage fees and Service of Inquiry Notice fees. The hearing will be held at the Courthouse located at 215 S. 1st, Sandpoint, Idaho. This notice is provided pursuant Idaho Code S 63-1311 S (A). You may file objections or support of the proposed fee implementation with clerk.

REQUEST FOR

QUALIFICATIONS

NOTICE IS HEREBY GIVEN that the CITY OF SANDPOINT will accept Statement of Qualifications until 2:00 p.m. on November 15, 2005 for:

PROFESSIONAL SERVICES FOR TRANSPORTATION PLANNING

Statement of Qualification shall be submitted in a sealed envelope, and shall be clearly labeled, "CITY OF SANDPOINT- PROFESSIONAL SERVICES FOR TRANSPORTATION PLANNING". Qualifications shall be submitted to Sandpoint City Clerk, 1123 Lake Street, Sandpoint, Idaho 83864, by the time and date set forth above.

SCOPE OF PROJECT

The Sand point Urban Area, consisting of the Cities of Dover, Kootenai, Ponderay and Sandpoint, Idaho, as well as the Independent Highway District (collectively identified as the Cabinet), are seeking professional services for Transportation Planning and subsequent implementation of the plan, possibly including, but not limited to design, surveying, construction, observation, and construction administration. This project consists of developing a transportation plan and subsequent work that will meet the Idaho Department of Transportation (ITD) requirements and will include, but may not be limited to, the following items:

Description of the existing environment,

Public Involvement Process, including public open-houses and public outreach,

Description and condition of the existing transportation system, pedestrian and bicycle system, signage, mapping, asset management, drainage, safety, bridges, etc.

GIS mapping of inventoried assets and system elements, including an existing and future roadway system base map,

Identification of critical environmental issues,

Twenty-year transportation capital improvement plan with alternatives, preliminary corridor and street grid layouts and budget cost projections,

Traffic demand/operational Modeling

Capacity and Level of Service analysis (current and projected to 20 years in the future)

Developing uniform road standards

Developing an access management policy

The Cabinet will review the Statements and determine whether to select directly from the submittal or to schedule interviews.
