Why can't appraisal be tied to home's construction?

Open letter to Judie Conlan, county assessor:

A couple of weeks ago, the Daily Bee published an open letter I wrote to the county commissioners. There has been no reply.

Would you please answer that question? When a building permit is completed and OK'd, why isn't the owner or builder required to sign a legal document stating the cost of construction and the value of the lot?

This document is then sent to the assessor and no formal appraisal is needed. Sounds simple to me. Could you please send your reply to the Daily Bee?
