NOTICE OF PUBLIC HEARINGS
NOTICE IS HEREBY GIVEN that the Bonner County Commissioners will hold public hearings at the following times on Wednesday, June 14, 2006, in the Board Room of the Bonner County Courthouse, 215 S. First Avenue, Sandpoint, Idaho, to consider the following requests:
2:30 P.M. - FILE VS1357-06 CEMETERY ROAD VALIDATION - BONNER COUNTY is initiating a proceeding to validate (confirm) whether Cemetery Road serving the Clark Fork Cemetery north of the city of Clark Fork is a public right-of-way or public "highway." Cemetery Road is located off Lightning Creek Road, +/-1 mile north of the Clark Fork city limits in Section 35, Township 56 North, Range 2 East, B.M. The public hearing is being conducted pursuant to Idaho Code 40-203A, which authorizes the Board of Commissioners to initiate a validation process when doubt exists as to whether the road has been legally established as public.
2:45 P.M. - FILE VS1367-06 KEMA ROAD VACATION - BONNER COUNTY is initiating a public hearing to consider the abandonment (vacation) of the platted right-of-way of Kema Road in its entirety. The public right-of-way is located between Lots 9 and 10 of Panju Vista Subdivision, as recorded in Book 3 of Plats, Page 147, records of Bonner County. Kema Road, located in Section 35, Township 56 North, Range 2 East, was dedicated with the plat (subdivision) of Panju Vista, but has never been constructed or opened to the public as a travelway. The right-of-way is located +/-1 mile north of the city of Clark Fork.
Please contact the Bonner County Planning Department the day before the scheduled hearings to verify if these items will be heard on the date and at the time specified or continued to another date and time.

IN THE EVENT THAT OCCUPANCY OF THE BOARD ROOM EXCEEDS FIRE CODE STANDARDS, THE HEARINGS COULD BE RELOCATED TO ANOTHER PUBLIC LOCATION WITHIN WALKING DISTANCE. SIGNS WILL BE POSTED IDENTIFYING THE NEW LOCATION.

A public oral auction will be conducted at the Idaho Department of Lands office, 2550 Highway 2 West, Sandpoint, Idaho 83864, at 9:00 a.m. local time, on Tuesday, June13, 2006, for an estimated 315 MBF of timber and an estimated 89,210 LF of cedar poles, marked or otherwise designated for cutting. In addition, there is an unestimated volume of pulplogs that may be removed at the option of the purchaser. Only qualified bidders may participate. Prior to bidding, eligible bidders shall present a certified check or bank draft payable to Treasurer, State of Idaho, or a bid bond acceptable to the State, in the amount of $42,260.02 which is 10% of the appraised net sale value of $422,600.15. The successful bidder's deposit will be forfeited to the State should the bidder fail to complete the contract. The State will not accept bids from parties who are delinquent on payments of existing state contracts.
The sale is located within Sections 35, Township 56N, Range 5W and Sections 14 and 15, Township 55N, Range 5W, B.M., Bonner County, State of Idaho. Sale duration is 2 years. The sale may include blowdown and/or insect and disease infected timber which may result in additional volume and recovery reductions. Interested purchasers should carefully examine the sale and make their own estimates as to volume recovery, surface conditions, and proposed construction prior to bidding on the sale. A prospectus containing additional information concerning the timber and conditions of sale is available to the public and interested bidders from the Idaho Department of Lands office Sandpoint, Idaho.
The State Board of Land Commissioners reserves the right to reject any and all bids provided that good and sufficient grounds for rejecting the bid shall be stated in the rejection notice and shall not be in violation of applicable law.
