NOTICE IS HEREBY GIVEN that Wednesday, the 15th day of November, 2006, at the hour of 5:30 P.M., at the Sandpoint City Hall, 1123 Lake Street, in the City of Sandpoint, Idaho, has been fixed, pursuant to a Resolution as the time and place for a public hearing at which the owners of property proposed to be assessed within proposed Local Improvement District No. 2006-1 ("LID No. 2006-1") may appear before the City Council (the "Council") of the City of Sandpoint (the "City") and be heard as to the propriety and advisability of creating LID No. 2006-1 and commencing the Project, as hereinafter described, and as the time and place when and where the Council will consider the creation of proposed LID No. 2006-1 and making or causing to be made the proposed improvements, and hear all complaints, protests, and objections which shall be made in writing and filed with the City Clerk on or before 5:00 P.M. of said date by any owner of any parcel of land to be assessed.

The boundaries of proposed LID No. 2006-1 are described in Exhibit "A" attached hereto and hereby made a part hereof.

A general description of the improvements to be constructed (the "Project") consists of the acquisition, repair, installation, construction and reconstruction of certain City sidewalks and all appurtenances thereto so that they comply with City standards, together with associated engineering fees, legal fees, accounting fees, costs of bond issuance, and other costs incidental thereto.

All work will be performed and all materials supplied after the advertisement for bids therefor by giving notice calling for sealed bids for construction in compliance with Idaho Code S 67-2805.

The estimated total cost of the proposed Project is Three Hundred and Nine Thousand, Six Hundred Thirty-Six and 67/100 Dollars ($309,636.67), of which approximately Fifty-Two Thousand, Sixty-Nine and no 00/100 Dollars ($52,069.60) will be paid from the general funds of the City and the remainder will be paid for by a levy of assessments against the abutting, adjoining and adjacent lots, parcels and lands along or upon which such improvements are to be made which are specially benefited by such improvements.

The estimated costs and expenses of the Project to be paid from special assessments shall be assessed against the lots and parcels within proposed LID No. 2006-1 on the front foot method of assessment.

Written protests and objections to the creation of LID No. 2006-1 or to the manner of assessment or inclusion of property therein may be filed with the City Clerk on or before 5:00 P.M. on November 15th, 2006.
