PUBLIC HEARING

NOTICE is hereby given that the Ponderay City Council shall conduct a public hearing on Monday, the 6th day of November, 2006, at Ponderay City Hall, 288 4th Street, commencing at 6:00 p.m. Said hearing is for the following:

To receive public input regarding new fees or proposed fee adjustments to reflect the cost of

providing supplies and services funded in part by such fees.

1. Dog Licenses beginning March 1 intact $50.00 spayed or neutered $20.00 for dogs that have been in the city for more than ten days.

2. Business License application $25.00.

3. Liquor, Beer & Wine License if applied for after 5 day deadline, late fee of $50.00.

4. Culvert installation application and first inspection $100.00, subsequent inspections $100.00 each.

5. Sewer and Water line application and first inspection fee $100.00, subsequent inspections $100.00 each.

6. Site Plan Application fee $200.00

7. Amended Site Plan Application fee $200.00

8. Site Plan time extension request $200.00.

9. Change of Use Request $100.00.

10. Land use/planning review fee $.01 per square foot of the gross plan area, minimum $200.00.

11. Amended Stormwater Plan minimum $200.00.

12. Filling, grading, lagooning, dredging or other earth moving activity without City approved Stormwater Management Plan $200.00.

13. Special Use Permit Application $500.00.

14. Variance Application $500.00.

15. Comprehensive Plan change $600.00.

16. Comprehensive Plan Map change $600.00.

17. Vacation of Plat and/or streets $500.00.

18. Annexation application $500.00.

19. De-annexation application request $500.00.

20. Lot line adjustment application $200.00 plus $50.00 per lot.

21. Appeal of decision and/or mediation $150.00.

22. Subdivision application $750.00.

23. Checking fee for subdivisions of $200.00 plus $75.00 per lot for plans with no streets, or $500.00 plus $150.00 per lot for plans with streets, when filing improvement plan.

24. Subdivision final inspection and any subsequent inspections $150.00 per inspection.

25. A cash deposit of not less than $750.00 shall be required by subdivider/developer at time of execution of the improvement agreement.

26. Surety initiation $250.00.

27. Surety renewal/time extension $250.00.

28. Surety partial release $250.00.

29. Zone change application $100.00.

30. Change to residential zone platted $200.00 for first lot, plus $50.00 each additional lot.

31. Change to residential zone not platted $200.00 for the first 15,000 square foot segment of property, and $$75.00 for each additional 15,000 square foot segment of property.

32. Residential zones will be limited to maximum of $1000.00 and minimum of $500.00.

33. Change to agriculture and rural zones $500.00.

34. Change to all other zones platted $400.00 for the first lot, plus $50.00 for each additional lot, and not platted $400.00 for the first 15,000 square foot segment and $50.00 for each additional square foot segment.

35. Maximum fee for all zone changes $2000.00.

36. Banner sign request $50.00.

37. Reader board sign request $50.00.

38. Sign variance request $100.00.

39. Parking space reduction request $100.00.

Written comments over one (1) page in length must be received by the Ponderay City Council, P.O. Box 500, Ponderay, Idaho, 83852, one week prior to the hearing date.

SECTION 1 provides a statement of purpose; SECTION 2 amends Title 10, Chapter 1 of Sandpoint City Code; SECTION 3 amends Title 10, Chapter 2 of Sandpoint City Code; SECTION 4 provides for repeal and severability; SECTION 5 provides an effective date.

The full Ordinance is on file with the Sandpoint City Clerk and will be promptly provided during regular business hours to any citizens on personal request.
