PUBLIC HEARINGS

NOTICE IS HEREBY GIVEN that the Bonner County Commissioners will hold public hearings at the following times on Wednesday, October 11, 2006, in the Board Room of the Bonner County Courthouse, 215 S. First Avenue, Sandpoint, Idaho, to consider the following requests:

1:30 P.M. - FILE AM93-06 - TITLE 12 ORDINANCE AMENDMENT - FEES BY RESOLUTION - BONNER COUNTY is initiating an amendment to Bonner County Revised Code, Title 12, (land use codes) to establish an official fee schedule for land use applications and permits to be adopted by the Board of County Commi8147 9/ssioners. Fees are currently established by ordinance, requiring separate hearings before the Planning & Zoning Commission and Board of Commissioners. The amendment would allow the Board to adopt a fee schedule by resolution, following public notice and hearing procedures required by Idaho Code. Fees defray costs to general taxpayers by ensuring applicants reimburse Bonner County for expenses incurred processing land use applications. A copy of the proposed amendment is available at the Bonner County Planning Department. The Planning & Zoning Commission at its regularly scheduled public hearing of September 14th recommended approval of the proposed ordinance amendment.

1:30 P.M. - TITLE 12 FEE SCHEDULE - BONNER COUNTY will take public comment and consider adoption of an official fee schedule for all land use-related applications, permits and other costs associated with Title 12, Bonner County Revised Code. The official fee schedule will include all land use fees currently charged as authorized by Chapter 4 of Title 12, with the following exceptions or additions: Stormwater fees for subdivision applications: The per lot fee is proposed to be increased by $5.00 and the base fee is proposed to be increased by $100.00 for subdivisions containing up to 30 lots; a flat fee of $850.00 is proposed for subdivisions containing lots from 31 to 100 lots; and a flat fee of $1,000.00 is proposed for subdivisions of greater than 100 lots. A subdivision application fee of $6,000 is proposed for subdivision applications exceeding 200 lots. New fees are proposed for the following: Administrative exceptions or variances: $100.00; Rescheduled hearings at applicant's request: $100.00 plus actual cost of advertising and mailing. Associated costs for copying and mailing that have already been established by the county will be included on the official fee schedule, as follows: compact disk copies of zoning code, comprehensive plan, $15.00 plus $2.00 if mailed; black & white photocopies, 10, 15 or 20 cents per page, depending on size; color copies, $1.25, $1.75 or $2.50 per page, depending on size; audio tape copies, $6.25; zoning code book, $17.00, plus $5.50 if mailed; transcripts, based on fees established by Idaho Code.

IN THE EVENT THAT OCCUPANCY OF THE BOARD ROOM EXCEEDS FIRE CODE STANDARDS, THE HEARINGS COULD BE RELOCATED TO ANOTHER PUBLIC LOCATION WITHIN WALKING DISTANCE. SIGNS WILL BE POSTED IDENTIFYING THE NEW LOCATION.
