Persuant to IDAPA 13.01.03100.01, I authorize public fishing in the waters owned by the Idaho Department of Fish and Game as identified and posted by hatchery managers. This authorization is for Free Fishing Day only, on June 9, 2007, between the hours of 8 a.m. and 5 p.m. Normal limits and tackle restrictions shall apply unless special restrictions are posted.

Additionally pursuant to IDAPA 13.01.03100.01, I authorize limited special fishing opportunities in the waters owned by the Idaho Department of Fish and Game as identified and posted by hatchery managers for senior, youth, disabled and educational groups. These special fishing opportunities shall be at the descretion of the hatchery managers and shall not exceed one day in length. Normal take and tackle restrictions shall apply unless special restrictions are posted.

NOTICE OF INTENTION TO CREATE LOCAL

IMPROVEMENT DISTRICT NO. 2007-1

Local Improvement District No. 2007-1

NOTICE IS HEREBY GIVEN that Wednesday, the 18th day of April, 2007, at the hour of 5:30 P.M., at the Sandpoint City Hall, 1123 Lake Street, in the City of Sandpoint, Idaho, has been fixed, pursuant to a Resolution as the time and place for a public hearing at which the owners of property proposed to be assessed within proposed Local Improvement District No. 2007-1 ("LID No. 2007-1") may appear before the City Council (the "Council") of the City of Sandpoint (the "City") and be heard as to the propriety and advisability of creating LID No. 2007-1 and commencing the Project, as hereinafter described, and as the time and place when and where the Council will consider the creation of proposed LID No. 2007-1 and making or causing to be made the proposed improvements, and hear all complaints, protests, and objections which shall be made in writing and filed with the City Clerk on or before 5:00 P.M. of said date by any owner of any parcel of land to be assessed.

A description of the boundaries of proposed LID No. 2007-1 and of the property to be assessed are described in Exhibit "A" attached hereto and hereby made a part hereof.

The proposed improvements to be made within proposed LID No. 2007-1 consist of one-half (1/2) of an eighty-five foot (85') extension of Halley Avenue north of the existing north end of Halley Avenue to Oak Street, and extending Oak Street west approximately three hundred and sixty-five feet (365') starting near the intersection of Oak Street and Halley Avenue, together with associated engineering fees, legal fees, accounting fees, costs of bond issuance, and other costs incidental thereto.

All work will be performed and all materials supplied after the advertisement for bids therefor by giving notice calling for sealed bids for construction in compliance with Idaho Code S 67-2805.

The estimated total cost of the proposed Project is Sixty-Five Thousand and no 00/100 ($65,000.00), which will be paid for by a levy of assessments against the abutting, adjoining and adjacent lots, parcels and lands along or upon which such improvements are to be made which are specially benefited by such improvements.

The costs and expenses of the Project to be paid from special assessments shall be assessed against the lots, parcels and lands within proposed LID No. 2007-1 on the front foot method of assessment.

Written protests and objections to the creation of LID No. 2007-1 or to the manner of assessment or inclusion of property therein may be filed with the City Clerk on or before 5:00 P.M. on April 18, 2007.
