Grant would be frivolous use of our tax dollars

Regarding the article "Film institute hopes to make city home," I am curious as to why the Department of Agriculture would award a grant for a film institute. Does the grant money come from taxes we pay to support the Department of Agriculture?

I think the government sponsors entirely too many frivolous pursuits with my hard-earned money!
