NOTICE OF PUBLIC HEARINGS

NOTICE IS HEREBY GIVEN that the Bonner County Commissioners will hold public hearings at the following times on Tuesday, July 17, 2007, in the Board Room of the Bonner County Courthouse, 215 S. First Avenue, Sandpoint, Idaho, to consider the following requests:

2:30 P.M. - FILE AM96-07 - TITLE 12 - PROPOSED REVISIONS TO LAND USE FEE SCHEDULE - BONNER COUNTY is initiating an amendment to the current fee schedule for fees charged for applications, procedures, services and other associated department fees of the Bonner County Planning Department. The proposed changes call for a graduated fee schedule for administration of sureties ("bonds") for completion of development improvements. The amendment retains the current $200 fee for cash sureties of up to $100,000; establishes a revised fee of $250 for non-cash sureties of up to $100,000 plus $10 per financial document; $250 plus the $10 charge per financial document and the actual cost of surveyor or engineer review for agreements between $100,000 and $1 million. Each $1 million increment would require an additional $50, up to a maximum of $500. Other adjustments to the fee schedule include reducing the cost of public hearing compact discs (CDs) to $6.25; setting a fee of 25 cents per page for more than 100 letter-sized copies; including floodplain development permit fees of $25 and $70, which are already listed under Title 11 (building location permit) charges and a floodway review fee of $100; and providing a new fee for stormwater/erosion control revisions and modifications to equal the actual cost of professional services. Copies of the proposed fee schedule are available for review at the planning department. The Board of Commissioners may adopt the fee schedule by resolution.

2:30 P.M. - FILE AM95-07 - ORDINANCE AMENDMENT - TITLE 11 - BUILDING LOCATION PERMITS AND TITLE 11 FEE SCHEDULE - BONNER COUNTY has initiated an amendment to Title 11 (Building Location Permits) and the building location permit fee schedule. Proposed Title 11 amendments call for the following: Increasing the size of exempted outbuildings (tool sheds, storage buildings, etc.) from 120 square feet to 200 square feet of floor area; requiring diagrammatic plans be submitted with building location permits; authorizing the Board to waive all or part of the fees for public or taxing entities; amending the language for agency sign-offs to include other agencies in addition to Bonner County and the state of Idaho; adding a new section requiring landowners to notify Bonner County when their structure is complete, requiring floodplain inspections and certifications be completed prior to occupancy of structures within the floodplain, and extending the expiration date on permits from 180 days to 1 year. In addition, the Board will consider adjustments to the fee schedule which will result in some decreases and some increases to the current fees. The proposed fees are as follows: commercial, public or industrial structures: $600; signs: $200; minor commercial, industrial or public additions: $300; single-family dwellings, duplexes, manufactured/mobile: $300; manufactured homes within mobile home parks: $135; residential additions: $225; multi-family dwellings: $600 plus $200 per unit over three; minor residential additions: $125; garages/shops and agricultural structures larger than 400 sq. ft.: $225; residential accessory and agricultural structures of less than 400 sq. ft.: $125; properties not within a subdivision or not described in a notice of land division or certificate of compliance will have an additional charge of $50; floodplain permits: $25 where no plans are required, $70 where plans are required, $100 for review of floodway engineering analysis; time extensions: $50. Copies of the proposed fee schedule and ordinance amendment are available for review at the planning department. The Board of Commissioners may adopt the fee schedule by resolution.

IN THE EVENT THAT OCCUPANCY OF THE BOARD ROOM EXCEEDS FIRE CODE STANDARDS, THE HEARINGS COULD BE RELOCATED TO ANOTHER PUBLIC LOCATION WITHIN WALKING DISTANCE. SIGNS WILL BE POSTED IDENTIFYING THE NEW LOCATION.
