Signal needed when crossing the street

As Sandpoint's sidewalks fill up with visitors, it's even more important for drivers to watch for pedestrians. As a driver I find it frustrating to see pedestrians hovering near the curb and not know if they plan to cross the street or are simply chatting with friends or waiting for somebody. Their intentions are not always obvious.

In the spirit of keeping Sandpoint a safe walking town, could pedestrians please signal drivers that they wish to cross the street? Back when Winnipeg was a walking town, pedestrians who wished to cross the street would simply hold one arm out in front of them. Traffic would glide to a halt and drivers weren't forced to try to read pedestrians' minds. Would something like that work here?
