Notice is hereby given that sealed bids will be received by the County of Bonner, Idaho, at its office at 215 South First Avenue, Sandpoint, Idaho 83864 until 3 p.m., June 12, 2007, for Perimeter Fencing at Priest River Municipal Airport, at which time the bids will be opened publicly and read aloud. Any bids received after the time for opening will not be considered.

The work to be performed includes installation of perimeter fencing, gates, tree removal, and retaining wall relocation.

Drawings, technical provisions, and forms of contract documents may be examined at Bonner County, 215 South First Avenue, Sandpoint, Idaho or the office of the Engineer, Inland Northwest Consultants, 1296 E. Polston Avenue, Suite B, Post Falls, ID 83854, (208) 773-8370. Sets of said documents may only be obtained from Inland Northwest Consultants by qualified bidders upon advance payment of a non-refundable fee of $35 for each set. The Engineer will maintain a plan holders list. Contract Documents will be made available after 2 pm on May 14, 2007.

Each bid shall be accompanied by a cashier's check, certified check, postal money order, or bid bond made payable to Bonner County in an amount not less than five percent (5%) of the amount of the bid. Said check or bid bond shall be given as a guarantee that the bidder shall execute such contract as may be awarded to him/her in conformity with his/her bid and with the contract documents and shall provide surety bond or bonds as specified therein within ten days after notification of the award of contract.

All bidders and primary subcontractors are strongly urged to examine the site to become familiar with all site conditions prior to the bid.

1. The proposed contract is under and subject to Executive Order 11246 and the Equal Employment Opportunity (EEO) and Federal Labor Provisions.

2. All labor on the project shall be paid no less than the minimum wage rates established by the U.S. Secretary of Labor. The Federal Prevailing Wage Rates are identified in the specifications.

3. Bidders shall supply all information required by the bid documents and specifications.

4. The EEO requirements, labor provisions and wage rates are included in the specifications and bid documents.

5. Bidders shall complete, sign, and furnish with their bids a "Certification of Nonsegregated Facilities, as contained in the bid proposal.

6. A contractor or subcontractor who may be awarded a contract of $10,000 or more will be required to maintain an affirmative action program, the standards for which are contained in the FAA Special Provisions.

7. Where the low bid is in the amount of $1 million or more, the bidder and bidder's known first-tier subcontractors that will be awarded subcontracts of $1 million or more will be subject to preaward compliance reviews for the purpose of determining whether the bidder and bidder's subcontractors are able to comply with the provisions of the equal opportunity clause.

8. To be eligible for award, each bidder shall comply with the affirmative action requirements contained in the FAA Special Provisions.

9. Disadvantaged Business Enterprises (DBE) will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin.

10. Women will be afforded equal opportunity in all areas of employment. However, the employment of women shall not diminish the standards or requirements for the employment of minorities.

11. The Idaho Division of Aeronautics has a FY 2007 Annual DBE Goal of 10% of the total for all contracts. Based on the 9th Circuit Court Decision in Western States Paving Company v. Washington State Department of Transportation, the Idaho Division of Aeronautics has determined that it is appropriate to use a race/gender neutral goal. The Idaho Division of Aeronautics encourages all respondents to take active race/gender neutral steps to include DBE's in this and other airport contracts. Race/gender neutral steps include: unbundling large contracts, subcontract work the prime consultant may self-perform, provide bonding and financing assistance, provide technical assistance, etc.

The owner reserves the right to reject any and/or all bids and to waive irregularities or informalities in the bid or in the opening.

Bidders shall not withdraw bids after the hour set for the opening thereof, or before award of contract, unless said award is delayed for a period exceeding sixty (60) days.

The award of the contract is subject to approval of the Federal Aviation Administration and the availability of federal funding.
