Scrunching highway adds to traffic woes

I heard on the radio a while back that the Idaho Transportation Board has declared Highway 95 to be dangerous. They are planning to make it four lanes from Coeur d'Alene to Sandpoint. I am wondering what will happen when those four lanes get scrunched into two lanes on the long bridge and three lanes on the bypass.
