Retribution seems to follow party lines

I certainly don't condone what Sen. Larry Craig did. However, what about Ted Kennedy and Chappaquiddick? He's still a senator. Then there is President Bill Clinton. What a role model he was.
It seems to me that retribution goes along party lines.
