'Speedway' drivers need to slow down

Can't we slow down the out-of-state drivers along the "Church Street Speedway" between First and Fifth avenues?

I've seen many near-misses with drivers doing 40-50 mph near the post office, usually with California plates.

Can't we solve this before someone gets hurt?
