State needs to keep promises to county

Dear Gov. Otter,

It has recently come to my attention that your office is heavily involved with the North Idaho water adjudication issue.

Being a land owner in Bonner County since 1972, I am deeply concerned over the seemingly Gestapo manner of which this is being railroaded. The understanding was that Bonner County would not be involved until 2011 but published maps indicate otherwise.

Could you please send me more information on NIWA and answer my question as to why I have not been allowed adequate time to understand, comment, or make changes.
