Why can't city approve crossing guards?

Since the city has rejected the grant money for the Safe Routes project, why can't the city take the initiative and direct the police department to set up crossing guards for the location(s) in question.
They would be needed for only a short time in the morning and afternoon. A cooperative agreement between the school district and the city should not be out of the question. Perhaps the businesses that objected to the grant money would also like to participate in the program.
