NICAN's tactics resemble old-fashioned filibusters
As an old historian I was drawn into historical parallels when it comes to NICAN. One instance I recollected was the filibusters that southern senators used to stage, usually against civil rights bills, to paralyze Congress to force the Senate to drop the bill. Strom Thurmond had the record filibuster- 24 straight hours of talk, talk, talk. He read the almanac, telephone book, catalogs, anything to prolong the filibuster. The parallel with NICAN, in my opinion, is instead of talk, talk, talk, they sue, sue, sue.
I remember Tiananmen Square student protests in the ‘90s and visualize Liz or Pierre standing in front of the Chinese tank daring it to run them over. The tank represents the vast majority of Sandpoint residents.
I thought what should NICAN do now? I remembered a speech given by Douglas MacArthur to the Congress when Truman fired him. He told Congress what old soldiers should do and I think it is appropriate for NICAN: "Just fade, fade away."

P.S. I think NICAN should adopt a mile of the new byway and pick up garbage once or twice a year. That would accomplish more than they have done in years of frivolous lawsuits.
