Taxpayers should be reimbursed for water

Sandpoint: Association owes $500,000.

A few more zeroes and that would be real money.

When I attended school about 70 years ago, I was told it takes at least two to make an agreement. It appears that in 1993, the Sandpoint City Council passed a resolution limited the Syringa Heights Water Association to 2.3 million gallons of water per year. The resolution also had a penalty clause of $50 per 1,000 gallon excess use fee. Apparently, the association board agreed.

Now it appears that the association exceeded their use and owes the money. I also learned in school that when you owe somebody money, it is called a debt. When the Syringa Heights Association exceeded its limit, they knew about it. Why don't they pay the money. Better yet, why doesn't Sandpoint turn off the water?

Somebody paid for that water to be treated and delivered to Syringa Heights, and they should be reimbursed. Ahem, maybe they are taxpayers.
