At-grade approach ends need for Dover Bridge

A buddy of mine recently suggested to me a way to fix the “Dover Bridge problem” in a couple of weeks and possibly save millions.
Take Highway 2 west just north of Dover and parallel the railroad tracks, tear down the bridge and the approach, make it flat and straight with a railroad crossing that will delay some people for about 10 minutes two times a day.
