Why is dirt being moved, reseeded?

I am writing in regards to the bypass project, specifically the area emptying out at the intersection of Highway 200 and Highway 95.

The dirt on the hillside at this area is moved every couple of days, it seems, yet each time it is moved, it’s sprayed with grass seed. The first time I saw this, I was curious, as I was sure they weren’t going to leave it the way it was, and yes, the very next day it was plowed and rearranged. This has been done numerous times. Each time I look at the freshly sprayed dirt, I wonder at how many thousands of dollars this has cost us taxpayers. To see our money plowed under over and over, is aggravating at the least.

Could someone please explain this reasoning to me?
