Discourage workers from taking up parking spots

Something needs to be done by the city to discourage employees who work in the downtown area from taking up most of the parking spaces throughout the downtown area (especially on Oak Street between First and Second avenues). The employers could also help their employees by purchasing for them monthly parking permits for the city parking lot. This would free up downtown parking for the customers these businesses desperately need and, at the same time, encourage more to shop there.
