Why not use CCP funds to cover district needs?

It looks like President Bush's last gesture was to solve Dick Cvitanich's school funding problems. Panhandle State Bank just received a $27 million chunk of our tax dollars in "bail out money" from the CCP program and the CEO, Curt Hecker said he didn't need it as the bank was "very secure and well capitalized" in Friday's paper.

Since that is our tax dollars and the Lake Pend Oreille School District needs them, why doesn't he just give them to Dick so he will not have to write any more of those sad letters. The money we will not have to pay in taxes can then be put into PSB and they will have the money to loan that they say is needed to keep them from not being competitive.

As a bonus, when President Barack Obama gives us our personal bailout money, we can put it in Curt's bank as a thank you.  Isn't government wonderful?

P.S.  I know that money is for purchasing loans but that didn't stop the first $300,000,000,000 from being spent as the banking industry wished.
