PBCA welcomes new board

SANDPOINT — Panhandle Building Contractors Association has sworn in its new board of directors.

PBCA is a non-profit trade association dedicated to promoting and protecting the local building industry. Roy Ellis, president of the Idaho Building Contractors Association, swore in the new board of directors.

Wayne Meaux was re-elected as president with Sean Gavin acting as vice president.

The building directors are John Knowles and Bruce Colin, associate directors Larry Jeffres and Jamie Nelson. Kevin Kluender was elected as secretary, Mickie Caswell as treasurer and Doyle Reader as the Plan Center Director.

The 2009 PBCA Board has already begun plans for the annual Home and Garden Show to be held April 18-19 at the Bonner County Fairgrounds.

In additional association news, PBCA recently sent Sean Gavin to Boise for the purpose of testifying in both House and Senate hearings related to the Idaho Department of Environmental Quality’s proposed rule changes.

DEQ’s rule change request to the Idaho Legislature was to modify a current rule related to residential wastewater flows by increasing the daily flow requirement, ultimately creating larger drainfields.

The basis for the request by DEQ was to head off higher-than-average drainfield failures in the state.

PBCA officials said their testimony in opposition to the rule change was primarily based on the lack of data from DEQ that supported claims there are an inordinate number of failing drainfields. The rule change request was defeated in both legislative committees charged with hearing the request.
