Why weren't actions taken more seriously?

Perhaps the lawyers, prosecuting attorneys and police departments in Sandpoint and other Idaho towns should have taken the illegal unethical, violent and idiotic past actions of ex-deputy sheriff Mark Hathaway a little more seriously.
