Government's rules mandate erosion effort

That green stuff you see being applied freely to soil disturbed by grading activity is deemed necessary by the contractor as an erosion prevention measure. A coating of it helps prevent loose soil from washing away in a heavy rain.
A summer downpour can and often does erode tons of mud into streams and lakes. Only at the last stage will fertilizer and grass seed be incorporated into the mixture to help permanently stabilize freshly graded soil.
Don’t blame the contractors for taking expensive erosion control measures. They can be, and are, heavily fined if they don’t comply with government requirements to prevent erosion during construction.
Considering the proximity to Sand Creek this is not unreasonable.
