School yard mentality permeating politics

A man lies bleeding on the border of two states. Authorities arrive and they begin to argue who has the jurisdiction to attend to him. As the victim bleeds to death the authorities continue to debate. Does this sound like the school yard mentality that tends to permeate our political arena?
