Why wasn't work done by state, county crews?

OK, at the risk of this being a straight line for the online blog, educate me. This morning, Sept. 11, I saw any number of private citizens, including older folk and kids, out painting the new crosswalk curbs red.  Wouldn’t this be the job of the county/state crews?

Who in their right mind is doing this on their weekend and just what exactly are we getting for our tax money if we’re out doing public employee’s jobs for them?  Just asking, what am I missing here?
