Who introduced chili, cinnamon rolls?

This year, I started my freshman year of college in Washington, D.C.
As I’ve been getting to know new people from around the country, I’ve been shocked to learn they have never heard about eating chili and cinnamon rolls together. I started talking to friends from around Idaho, and none of them had heard of it either.
Not only did I eat this meal in the school cafeteria but my mom would serve it as well — she grew up eating it in the cafeteria in Priest River. What I’ve started to see is that this meal is localized to Bonner County and that many people were introduced to it through the school cafeteria. I was wondering if anyone knew who introduced this combination to the school district?
