NOTICE OF PUBLIC HEARINGS NOTICE IS HEREBY GIVEN that the Bonner County Commissioners will hold public hearings at the following times on Wednesday, May 16, 2012, in the Panhandle Health District’s Conference Room, 322 S. Marion Ave., Sandpoint, Idaho, to consider the following requests: 1:30 p.m. – File S1708-12 – South Ridge Ski Plat One, Preliminary Plat – South Ridge Ski, LLC is requesting approval for a preliminary plat containing open space, recreational trails and 11 lots ranging in size from 0.1 of an acre to 1.3 acres. The site is located at Schweitzer Mountain and is described as a replat of Lot 1, Block 4 of The Spires Planned Unit Development Phase 1 and unplatted land. The property is zoned Alpine Village and is located off Wyvern Way in Section 20, Township 58 North, Range 2 West, B.M. The request includes a notational change of original Block 4 to increase the lot density table from 8 units to 11 and overall density from 18 to 19, as authorized by the approved planned unit development. The Planning & Zoning Commission at its regularly scheduled public hearing of April 12, 2012 recommended approval of this file to the Board of County Commissioners. 1:45 p.m. – File AM118-12 – Code Amendment to Text, Title 12, Chapter 7, Section 12-713, Impervious Surface – Kevin & Judith Sheffield are requesting an amendment to Title 12 (Land Use Regulations), Section 12-713, to create a single maximum impervious surface coverage standard for shore land properties, where current ordinance has three. Maximum impervious surface coverage is set at 15%, 25% and 35%, depending on the size of the property. The proposed amendment requests the impervious surface maximum be set at 35% for all properties. Impervious surfaces are rooftops, driveways, sidewalks or similar hard surfaces that impede the infiltration of rainwater into the ground. Shore land is defined as lands within 200 feet of a river, lake, stream, channel or other body of public water. The Planning & Zoning Commission at its regularly scheduled public hearing of April 12, 2012 recommended approval of this application to the Board of County Commissioners. Any person needing special accommodations to participate in the public hearing should contact the Bonner County Planning Department at (208) 265-1458. Written statements exceeding 1 standard letter-sized, single-spaced page must be submitted to the planning department no later than 5 days prior to the public hearing. The public is encouraged to submit all written comments at least 10 calendar days prior to the scheduled hearing to allow sufficient time to copy and include in staff reports.
