Lack of on-ramp is serious design flaw

One simple question, why is there no northbound on-ramp from downtown Sandpoint. If I want to use the bypass I have to make a illegal U-turn on the bridge to go northbound.

Is this a design flaw or just poor planning by the transportation department? Seems to me after years of planning this should have never happened, just stating the facts, again poor planning or design flaw.
