Constant hydroseeding is a waste of money

Highway projects near and about are in full swing. With a certain amazement I’ve witnessed a curiosity that still confounds me. The hydroseeding that occurs regularly on turned soil from these projects seems out of place. More often than not, as with the bypass project, hydro-seeding has been applied to mounds of dirt that are obviously going to be leveled again as with the current project on Highway 95 and Schweitzer Cutoff Road.
There may be some internal reasoning behind this but I suspect a willingness to tap into financial resources with impunity. This led me to wonder how often departments in large projects like these are “excused” from overexpenditures.
