Back-in parking is dangerous

Is it just me or can anyone give me a good reason why the parking on Fifth Avenue between Main and Cedar in downtown Sandpoint is back-in diagonal parking? I understand this is a very short block, but I witnessed a lady with kids in her rig backing in to park when a car was turning left off of Cedar almost hit her. The guy rolled down his window and yelled at her and gave her the one-finger salute.

That was totally uncalled for but so is asking people to back in diagonally to park. Whose bright idea was this anyway? Get it changed before someone gets in an accident and gets hurt.
