Pair arrested on drug charges
SANDPOINT — Two Washington state residents implicated in a lengthy string of burglaries have been arrested in Idaho on felony drug charges.
Jessica Lynn Davis and Randle Kyle Phelps were arrested on May 25 in Oldtown for possession of heroin and methamphetamine, according to court documents. They were tracked to a convenience store by Spokane and Pend Oreille county deputies, who were monitoring their whereabouts using GPS.
The Spokane County Sheriff’s Office subsequently announced that Davis was connected to as many as 25 property crimes including burglary, attempted burglary, theft of a firearm, possession of stolen property and trafficking in stolen property. Phelps is linked to 11 of those crimes, Spokane sheriff’s officials said.
Davis, 25, and Phelps, 29, waived their right to preliminary hearings on Wednesday on the Idaho drug charges. They are scheduled to be arraigned on June 18 in 1st District Court.
Davis described herself as homeless in court documents. Phelps listed a home address in Springdale, Wash. Public defenders were appointed to represent Davis and Phelps in their Idaho cases and both have agreed not to challenge their extradition to Washington state to face prosecution there.
Davis was being held at the Bonner County Jail in lieu of $50,000, but her bond was reduced to $25,000 despite objections from Chief Deputy Prosecutor Shane Greenbank. Phelps’ bail had already been set at $25,000, court documents indicate.
Spokane County Sheriff’s Office spokesman Craig Chamberlain said in a news release that the investigation is still ongoing, and additional arrests and charges are expected.
