Let's find solutions on city's bicycle use

Yesterday while driving through town in the “core” area I witnessed a man on a bicycle nearly get run over by a car when the bicyclist ran a stop sign while driving on the wrong side of the road.

Earlier last week, I and an elderly couple were nearly run down by a person riding a bike on the sidewalk on First Avenue.

My question is why doesn’t the City Council take some proactive approach to the bike problem by enacting some reasonable regulations about where and how bicycles are to be ridden in our town?

I mean, how about if a bike is on the sidewalk, the person should walk with the bike, if the bike is being used as a vehicle on the street, the person should follow normal rules of the road such as ride on the right side of the street with traffic, stop when you are supposed to, etc.

In short, we’ve had nothing but arguments and negative comments from each side about this, why don’t the people elected to be “problem solvers” for the city address this?
