Riot prompts jail lockdown

NEWPORT — Pend Oreille County Jail inmates were placed on lockdown for several  hours Sunday after some became unruly and encouraged others to riot.  

Six criminal cases are being investigated as a result of incidents that occurred before or during the lockdown, according to Pend Oreille County Sheriff’s officials.

The cases include incidents of malicious mischief where two jail cells were flooded, one of which caused over an inch of water to fill portions of the jail and cause flooding/water damage into the adjoining Superior Court room.

Additional investigations are two separate assaults involving inmates attacking another inmate, an inmate who assaulted a corrections officer and an inmate that reportedly intimidated a witness.

Deputies and additional correctional officers were called in to assist during the lockdown and ensuing investigations. Three inmates received medical attention with no serious injuries report.

The following inmates are facing pending criminal charges:

• Rikki N. Bays, female, 29, Newport, prison riot, malicious mischief, and assault (fourth degree);

• Richard Deon “Ricky” Smith, male, 27, Newport, prison riot;

• Krisstarah T. Bennett, female,  22, Newport, prison riot, malicious mischief;

• Jerry L. McIntosh, male, 22,  Newport, prison riot, malicious mischief;

• Thomas D. E. Gillock, male, 20, Spokane, prison riot, malicious mischief;

• Justin M. Meckler, male, 21, Oldtown, prison riot, malicious mischief;

• Robert J. Kelly, male, 19, Newport, prison riot, malicious mischief;

• Cody D. Gibbs, male, 20, Newport, prison riot, malicious mischief;

• Cole L. Healy, male, 30, Newport, assault (fourth degree);

• Wesley O. Lubhan, male, 34, Newport, assault (third degree).
